Creates a new subscription for a given service.

The unique identifier of the service.

The IP address of the user during the creation of the subscription. This will be compared the one used when confirming the subscription on the confirmation page.

The date and time the next billing is planned. When provided during subscription creation, the subscription will be active but not billed until the indicated date.
